The Obama administration is looking for ways to streamline and modernize Voice of America and its sister networks. But nothing is simple in the world of government broadcasting.

When Voice of America quietly announced in February that it would shut down its shortwave radio broadcasts to China and shift those funds to the Internet, cellphones and other forms of digital media, it seemed like the sensible updating of a Cold War-era propaganda playbook.
But nothing is simple in the world of government broadcasting. Rep. Dana T. Rohrabacher, a Republican from California and a staunch critic of China, condemned the move, saying that it would deprive Chinese listeners of unfiltered news. It amounted to a U.S. retreat in the face of Beijing's growing global influence, he said.

With the Obama administration embarking on a much broader overhaul of the Voice of America and other official broadcasters -- an overhaul that seeks to adapt their traditional diplomatic missions to the era of Facebook and Twitter -- Mr. Rohrabacher's furious response could be a foretaste of battles to come.

As part of its yearlong review, the administration is looking for ways to streamline and modernize Voice of America and its sister networks: Radio Free Europe, Radio Free Asia, Alhurra, and Radio and TV Marti. Each of those services has its protectors in Congress -- Cuban-American lawmakers fiercely defend Radio Marti, for example -- and they are likely to view any change as a threat.

"It's going to take some tilling of the ground," said Walter Isaacson, the chairman of the Broadcasting Board of Governors, an independent agency that oversees the five networks. "Who knew that shortwave in China was a land mine?"

While the need for the United States to get its message across to an often hostile world is greater than ever, Mr. Isaacson said, technological changes risk turning these services into relics of a bygone era, when embattled dissidents huddled over their transistor radios for scraps of information from the West.

To be sure, the broadcasters have made significant strides. Voice of America is inviting listeners to file reports about the uprisings in Bahrain on Facebook, while Radio Free Asia is aggressively developing technology to circumvent the firewalls that the Chinese government puts up to block its transmissions.

Yet the competition is relentless. In Egypt alone, 12 new commercial television channels have sprouted up since the January revolt. And in a brutal budget climate, the money for foreign broadcasting is shrinking.

"The question is, 'How do we compete in a world filled with Al Jazeera and other media entities?"' said Mr. Isaacson, a hard- charging author and media executive who once ran CNN and Time magazine.

His solution sounds like the blueprint for a state-owned CNN: create a state-of-the-art global newsroom that would gather all the programming generated by the five networks and send it out via television, the Web, social-media services, mobile phones -- even shortwave, where it still makes sense.

To run Voice of America, Mr. Isaacson has recruited David Ensor, a former CNN and ABC News correspondent who is finishing a stint as director of communications and public diplomacy at the U.S. Embassy in Kabul. During his two years in Afghanistan, Mr. Ensor said, one of his biggest achievements was helping set up an Afghan company that offers SMS messaging services.

"Whether it's Voice of America or my previous employers, CNN and ABC News, they need to be on the Internet, on Flickr and Twitter," Mr. Ensor said by phone from Kabul, where he was packing to leave.

The U.S. government may be the largest broadcaster that few Americans know about. Although Voice of America and its sister networks reach 100 countries in 59 languages, they are banned from distribution in the United States by a 1948 law designed to prevent the government from turning its propaganda machine on its own citizens. Mr. Issacson wants to rewrite that law, saying that it is obsolete in the Internet age and that it prevents taxpayers from seeing or hearing what they pay for.

In some countries, Voice of America and Radio Free Europe have iconic brand names and loyal audiences. But other, newer government broadcasters have a more checkered history. The signals of Radio and TV Marti are jammed by the Cuban government and reach few people on the island.

Alhurra, an Arab-language satellite television service started by the Bush administration in 2004 to counter the influence of Al Jazeera, has struggled to build an audience in the Middle East. It has also weathered criticism on Capitol Hill for airing the views of militant leaders from Hamas and Hezbollah.

Still, officials said Alhurra had attracted record numbers of viewers and hits on its Web site during the protests in Egypt, where it was the last network to carry a live feed from Tahrir Square. And its reporters are embedded with rebel fighters in Libya; a NATO airplane is beaming broadcasts into the country.

"It has attracted a sizable new audience; the question is, 'Can it keep that audience?"' said S. Enders Wimbush, chairman of Middle East Broadcasting Networks, which oversees Alhurra and its sister network, Radio Sawa.

The broadcasting board is also trying to reallocate its $748 million budget to account for new geopolitical realities. In Latin America, for example, Radio and TV Marti soak up $30 million of the regional budget of $35 million. The board is also planning for life after Fidel Castro, with a proposal to use Marti's studios in Miami to broadcast all over the region, said Martin Meehan, a board member.

"It's not the neatly defined world of the Cold War," said Robert McMahon, a former news director of Radio Free Europe, which reinvented itself after the fall of the Berlin Wall by beaming into countries like Iran, Iraq, Afghanistan, and Pakistan. "It's a crowded, chaotic media marketplace."

China is emblematic of the difficult choices. The Mandarin and Cantonese-language shortwave broadcasts are closely identified with Voice of America; shutting them down will mean letting go up to 45 longtime employees. But officials said they reach only a tenth of one percent of China's population.

Radio Free Asia, a so-called surrogate service that focuses on delivering news about China rather than the United States, will take over some of Voice of America's better shortwave frequencies.

That is important, officials said, because some imprisoned political dissidents do get news from the service on transistor radios.

Yet "China has moved dramatically from radio to Internet," said Libby Liu, the president of Radio Free Asia.

Ms. Liu said she spends most of her time trying to figure out how to get around Chinese government firewalls that make it difficult for young people to get Radio Free Asia's broadcasts on the Internet or on their cellphones.

"We have to put circumvention technology on mobile phones," she said. "The key to reaching people electronically is breaching the firewall."

NSW:Ryan Tandy guilty of lying to commission

SYDNEY, Dec 2 AAP - NRL player Ryan Tandy may face time behind bars after being found
guilty of lying to the NSW Crime Commission.

The former Bulldogs front-rower faced three charges arrising from investigations into
match-fixing allegations.

In the Downing Centre Local Court on Friday, Magistrate Clare Farnan found Tandy had
given false evidence in January about placing bets with jockey manager John Schell.

The offence carries a maximum penalty of two years imprisonment.

Magistrate Farnan said she may have no choice but to impose a jail sentence.

"I really don't think that I have any option but to impose some form of imprisonment," she said.

"The authorities are pretty clear that that imprisonment should be full-time."

Lawyers for Tandy have requested a community service order or suspended sentence.

The hearing continues.

FED:Conroy hints at NBN business case delay

CANBERRA, Dec 7 AAP - Communications Minister Stephen Conroy has hinted the business
case for the national broadband network (NBN) may not be released by Christmas as promised.

The federal government had previously vowed to release the financial details of the
$36 billion project after the Australian Competition and Consumer Commission (ACCC) gave
it a report on how retailers could plug into the network.

But a week after receiving that ACCC advice, Senator Conroy has suggested the NBN business
case may not be released in December.

"To some degree, the decision of cabinet - which will be influenced by the ACCC - will
then lead to some further work that may need to be done on the NBN business case, as you
would expect it to be done," he told reporters on Tuesday.

A spokeswoman for the minister said an announcement would be made this week about the
release of the 400-page NBN business case.

South Australian independent senator Nick Xenophon said Senator Conroy's office had
not flagged to him any delay in releasing the NBN business case on schedule.

"He would be concerned about any unwarranted delays in the release of the business
case," a spokesman for Senator Xenophon told AAP.

The news came as a board member of the NBN Co, the company building the network, resigned.

Doug Campbell would be replaced as a director, a spokeswoman for Senator Conroy said.

Mr Campbell, a 48-year telecommunications veteran and a former senior executive with
Telstra, had been in charge of the NBN's rollout at three sites in Tasmania.

Over summer, people with concerns about the NBN can send their submissions to a House
of Representatives communications committee.

"The committee is looking forward to hearing from a range of organisations and individuals
across Australia about how they will be affected by the rollout of high-speed broadband
into their communities," chairwoman Sharon Bird said in a statement.

Infrastructure Minister Anthony Albanese has asked the committee to look into how the
NBN could help deliver government services and stimulate economic growth and employment
in regional areas.

The committee will accept submissions until February 25 and is due to deliver a report
by August 2011.

Vic: Police charge two more boys over park rape

MELBOURNE, Dec 17 AAP - Police have charged another two teenage boys over the alleged
pack rape of two teenage girls in Melbourne's north in October.

It brings the number of boys charged to four.

A 16-year-old boy from Broadmeadows was charged with four counts of rape and a 17-year-old
boy from Coolaroo has been charged with two counts of rape.

Both teens are expected to appear before a Children's Court on Thursday afternoon.

The 15-year-old girls were allegedly targeted by a group of up to 10 males at Broadmeadows
railway station in Melbourne's north before being separated and raped at a park in nearby
Roxburgh Park on October 24.

A 16-year-old boy of Meadow Heights and a 15-year-old boy of Broadmeadows have already
been charged with rape over the incident and will appear in court next year.

SYDNEY, Feb 14 AAP - The passing of the federal government's $42 billion stimulus package
will boost jobs and help alleviate homelessness in NSW, the state's housing minister says.

The package of cash handouts and infrastructure investment passed the Senate on Friday
after two weeks of parliamentary wrangling.

NSW Housing Minister David Borger said the government was hoping to get $2 billion
from the commonwealth, if the package was distributed on a per capita basis.

"Our preliminary assessment is that $2 billion combined with our own ambitious $850
million housing program will generate around 32,000 jobs in the state's construction and
associated industries," he said in a statement on Saturday.

"The NSW program is already delivering 2,800 new homes and the federal package could
deliver a further 6,000, meaning up to 9,000 new homes and new housing for more than 17,000
people who urgently need a roof over their heads.

"The Prime Minister (Kevin Rudd) has shown leadership and real compassion in firstly
getting the stimulus package passed and secondly in making sure it will leave a lasting
legacy for people who are in real need."

Fed:Budget surplus $4 billlion greater than estimate: think tank

CANBERRA, Aug 26 AAP - Figures released today show the federal budget surplus is almost
$4 billion greater than estimates published in the budget papers, a leading think tank
says.

Labor unveiled a surplus of $21.7 billion when it handed down its first budget in 13
years in May.

But the Australia Institute says figures published today by the Australian Bureau of
Statistics (ABS) show the surplus was actually $25.1 billion.

David Richardson, a research fellow at the Australia Institute, says the 2008-09 budget
papers failed to take into account earnings from the Future Fund.

"The 2008 budget corrected most of the accounting distortions introduced by the Howard
government, but it still failed to bring the earnings of the Future Fund to account,"

he said.

"The ABS has now corrected for that," Mr Richardson said.

"It seems curious that the Labor government has corrected the budget figures by including
the $47 billion GST but ignored the smaller $3.5 billion earnings of the Future Fund,"

he said.

"It's about time governments used the true figure rather than making adjustments for
political purposes."

ADELAIDE, Dec 17 AAP - A 44-year-old Adelaide woman has appeared in court charged with
lighting 47 bushfires in the Adelaide Hills.

Helen White, from the hills town of Harrogate, appeared in the Murray Bridge Magistrates
Court today after being arrested on Saturday.

She has been accused of being involved in an arson spree over the past year.

The first fires were lit at Harrogate in December 2006, followed by 21 fires in January
this year, another four fires in March and 17 fires this month.

The court was told today White could be linked to as many as 15 of the fires.

She applied for bail and Magistrate Derek Sprod ordered a report on the possibility
of home detention.

He remanded White in custody for a decision on Friday.

SYDNEY, Feb 12 AAP - Newspaper articles accusing a NSW prison chaplain of having links
with terrorists were "highly inflammatory", a Sydney court has heard.

Muslim cleric Anwar Al Barq is suing Sydney newspaper The Daily Telegraph over a series
of articles accusing him of having links to terrorists.

In 2005, the NSW Department of Corrective Services banned the cleric from working as
a prison chaplain after it was discovered he had used a false name to conceal a criminal
record, which included periods in jail in both the United States and Australia.

But in three newspaper articles published on November 16, 17 and 18 in 2005, The Daily
Telegraph went one step further, claiming he had links to "some of the world's most dangerous
terrorist groups".

The paper also claimed that during his time as a prison chaplain he was in regular
contact with two former inmates who, at the time of publication, faced trial in Jordan
for an alleged terrorist attack.

On the first day of the defamation hearing in the NSW Supreme Court today, Mr Al Barq's
lawyer, barrister Clive Evatt, said the series of articles contained "pretty inflammatory
allegations" against his client.

"These articles ... accused Mr Al Barq, saying he was a terrorist or had associations
with terrorists," he said.

"They are pretty inflammatory allegations to make against someone."

Mr Evatt said it was up to the four-person jury to decide whether the articles had
injured Mr Al Barq's reputation in the community and as a cleric.

Mr Al Barq began working as a chaplain for the Department of Corrective Services in

The federal government will sell about a third of its controlling stake in Telstra
in a public float later this year .. and park the majority of its stock in the Future
Fund to sell off over time.

JOHN HOWARD made the surprise announcement late yesterday afternoon.

About eight billion dollars worth of government stock will be sold in a public float
in October and November .. with the sale open to retail and institutional investors in
Australia and overseas.

The move caps a tumultuous week for the company .. which saw its share price hit record
lows and a public slanging match break out between the government and the company's senior
executives.

At the close of trade yesterday Telstra shares closed at three-dollars-50 .. bringing
the total value of the government's 51.8 per cent holding in the telecommunications giant
to 22.6 billion dollars.

"What the package is designed to do, of course, is to be competitively neutral and
also to not pick any particular technology," she said.

"The whole package of $1.1 billion is designed to encourage new entrants, designed
to allow combination of technologies and to allow anyone ... who is qualified under the
guidelines that we will establish to roll out different solutions."

This is to allow for different needs in different areas of the country, she said.

"We know that different solutions are appropriate in different parts of the country
and we think the package will be quite capable of responding to that."

Two Omaha, Neb., Firms Complete Merger, Expand Internet Gaming Business.

Oct. 14--International Beverage Corp. of Omaha has completed a merger with Global Entertainment Holdings/Equities Inc. of Omaha in a stock-for-stock transaction valued at about $14 million.

International Beverage will adopt the Global Entertainment name and its line of business, which is Internet gaming.

Global Entertainment, which is traded on the over-the-counter Bulletin Board, develops and licenses Internet gaming software through its Interactive Gaming and Wagering subsidiary. The online wagering software is being licensed by one online sports wagering website, www.VIPsports.com, and one promotional website, www.VVsports.com.

In August, International Beverage said it canceled an agreement to acquire Beverage Source Worldwide Inc., a Del Mar, Calif.- based firm that holds the license from Rawlings Sporting Goods Co. to produce and market sports drinks under the Rawlings name.

International Beverage has filed a lawsuit against Beverage Source's management for possible nonperformance and misappropriation of money.

Steven Abboud, spokesman for Global Entertainment, said that the company wanted to find a quick investment for their stockholders following the problems at Beverage Source.

Internet gaming is a "promising industry" with international growth potential, he said.

Macy's, Inc. Same-Store Sales up 7.4% in May.(Financial report)

CINCINNATI -- Macy's, Inc. (NYSE:M) today reported total sales of $1.937 billion for the four weeks ended May 28, 2011, an increase of 8.5 percent compared with total sales of $1.786 billion in the four weeks ended May 29, 2010. On a same-store basis, Macy's, Inc. sales were up 7.4 percent in May.

"We continued to see very strong sales results in May as every Macy's stores region, Bloomingdale's stores, macys.com and bloomingdales.com all met or exceeded our aggressive expectations. We can attribute this success to the continued crisp execution of our major strategies," said Terry J. Lundgren, chairman, president and chief executive officer of Macy's, Inc.

For the year to date, Macy's, Inc.'s sales totaled $7.826 billion, up 6.3 percent from total sales of $7.360 billion in the first 17 weeks of 2010. On a same-store basis, Macy's, Inc.'s year-to-date sales were up 5.9 percent.

Online sales (macys.com and bloomingdales.com combined) were up 37.7 percent in May and 38.2 percent in the year to date. Online sales are included in the same-store sales calculation for Macy's, Inc.

The company now expects same-store sales to rise by approximately 5 percent in the second quarter, which would calculate to same-store sales growth of approximately 4.5 percent for the full year of fiscal 2011. U.S. heads to Germany on high note.

EAST HARTFORD, Conn. _ Not even the bulging welt on Brian McBride's forehead could keep the Arlington Heights native from heading in the United States' game-winning goal against Latvia on Sunday.

McBride, known for his fearlessness, picked up the bruise after bumping heads with a Latvian defender in the 17th minute but remained on the field to deliver the lone goal in the Americans' 1-0 win.

"He had a bump on his head but for McBride that's nothing," U.S. coach Bruce Arena said. "He's had a lot worse."

"It didn't hurt at all," McBride said. "I don't feel it."

McBride will spend his three days off in Arlington Heights, Ill., before regrouping with the team for its flight to Germany on Thursday.

The break comes after a week in which the U.S. played three matches. On Tuesday, the team lost the first match in the "sendoff series" 1-0 to Morocco but rebounded with a 2-0 win over Venezuela on Friday. Sunday's win in front of 24,636 at Rentschler Field gave the U.S. its second win in a row heading into its World Cup opener against the Czech Republic on June 12.

Arena has used the exhibitions to take a look at his players before determining the starting lineup.

One position many have kept an eye on is the forward spot alongside McBride. Eddie Johnson is considered the front-runner should the U.S. start more than one forward.

"Eddie has played very well over the last two games," Arena said. "We had a tough time with him over the last few months, but he seems to be breaking out of it. Even though he didn't get a goal tonight, I thought he played very well."

Johnson started Sunday after playing with the first team against Morocco.

"(Arena) is still looking for guys to put on the field come June 12," Johnson said. "As a player it goes through your mind. Here's my chance to make a difference."

Midfielder Clint Dempsey did not play Sunday so that he could rest his back, but the young midfielder helped his chances of starting with a goal against Venezuela.

"(Clint is) a little inexperienced, but has a lot of courage," Arena said. "He tries a lot of things on the field. He still has to learn how to play in a quality international game for 90 minutes. He's making progress.

"The aggressive attitude and the courage he has on the field is a real positive. We need more of that from our attacking players."

Another area of focus has been the injuries to midfielder Claudio Reyna. The U.S. captain suffered a strained right hamstring early in Tuesday's match and was forced to sit out the last two. Arena insisted Reyna will be ready to go come World Cup time.

After facing the Czech Republic, the U.S. battles Italy on June 17 and then Ghana on June 22.
